Yes it does. In device manager it show up Rambo com 3. I plug into different usb it will show different hubs but stay com 3
Okay, well it sounds like you need to also install that driver for windows 8.1, just like windows 7. Those are old OS and I have never tried. The driver is shown here (rambo USB driver).
If that is the case I will add this info somewhere.
