It’s maybe not very visible form the photo but both rings have 2 screw holes on back side and on front For tightening it, check last photo, in previous photos there was that mistake I think 
It’s hard to tell from the pic, but it looks like it will be tough to put the screw into that hole, and tough to get a screwdriver placed where you can drive it. If you’re not worried, I’m not worried.

I have drilled today more then i did in 2 weeks of the old drill in use. what a difference.
I still get some wobbliness only on wood and im guessing it has to do with the drill bit i used.
