Milling too small 1in = 7/16in

All my mills are coming out too small. To confirm, I created a 25.4mm square with inkscape and saved it as an svg, then loaded it into Estlcam to make the gcode. Then I loaded the gcode into repetier and it printed a 7/16in square instead of a 1in square. I’m attaching those files to this post.
My electronics setup is an Arduino with Ramps1.4 and 8825 drivers. I used firmware ‘Marlin-MPCNC_Ramps_T8_16T_LCD_32step’.
I’ve double checked the pulleys, they are 16t.
On the ramps board I installed 3 jumpers under the drivers.
The only thing I changed in the firmware was the parts for the lcd.

I attached a pen to get better measurements and doubled the step values by using command [M92 X200 Y200 Z800] and it’s printing fine now.

Hi… I am a complete noob to this forum and in fact this is my first comment.

Question: Is all your hardware to spec? IN PARTICULAR, stepper motors. Different stepper motors could have a different number of steps in a rotation.
