Why the difference between 25mm and 25.4mm?

I noticed I can print parts for 25mm and 25.4mm, why is there a difference? Which should I use in the USA? when I buy the SS tubing? Need to know before I try to print these out. Thanks.

25.4mm is 1". So any 1" OD tube should fit. The SS in America is usually 25.4mm. 25mm is more common internationally (except maybe in Myanmar or Liberia ).

You should find, measure, and buy your tubing first. The size you can get depends on where you are at.
