For international shipping I use DHL and I have not specifically blocked any countries. Does DHL deliver in your area?

What exactly are you trying to order, hats are not available everywhere.
Here is the DHL address checker. Make sure what you are inputting matches what they want. https://dct.dhl.com/ They can be picky, and sometimes they are behind or ahead of current areas zoning.
Also, depending on what you need, I might be able to supply it directly from Europe.
