All “Carve” paths (those labeled as such in the Preview) are centered between two drawing lines, i.e. the path is always an equal distance from two drawing lines. The space between the drawing lines determines the cut depth. When the spacing between the lines changes so does the depth of cut, i.e. all Carve cuts have a variable width and depth of cut (2.5D). Carve paths are only possible when the space between the drawing lines never exceeds tool diameter and no Cutting depth is set (Ask/Auto, v12/11).
Carve pockets are a combination of 2D pocket paths and 2.5D Carve paths. When a Carve Cutting depth is set, fixed depth pocket paths and a, parallel to one drawing line, Pocket wall path are created (2D). A 2D X,Y offset finishing pass for the Pocket wall is not possible because Carve Finishing passes only have a Z offset and are based on variable depth of cut paths that are centered between two drawing lines (2.5D).
The bottom line is that using the Path Properties Finishing allowance and tool doesn’t make much sense for carve pockets. The only finish pass for the Carves and Pocket wall solution I know off is the one I already posted - set the tool depth per pass to a distance that leaves a shallow final pass.
