I have a spare ATX PSU that I was thinking about using, because it will have the extra power for lights and possible future add ons. Also I’m poor and it’s free.
Is the ramps 1.4 a good way to go I just so happen to have a spare from my 3d printer.

Yes, the ramps will work fine, no problem.
That’s what I’m using on all my machines.
As for the power supply, most work great a few have brown outs for some reason. So if your machine works fine and suddenly powers down for a few seconds randomly you will know to change it.
